Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Immense energy is allocated on restraining specific proposals. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by current data. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles flew past – advanced fighter aircraft provided to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Following this, a large-caliber weapon opened up on a drone somewhere nearby, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the opposing UAV – it maintained course toward its target.
With pauses, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.
Political Considerations
It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a premise understood by seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from thinking that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until circumstances change in its favour.
Current Realities
Factually, there are no actual prerequisites for a armistice. Now, personal considerations are coming into play: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
